Terms of Reference

  1. Establishment
    The CECV Review Body Committee (RBC) was established by the Catholic Education Commission of Victoria Ltd (CECV) in May 2008.

    The committee is responsible to the CECV Board.
  2. Functions and responsibilities

    The RBC is established to ensure that the CECV fulfils its responsibilities as a review body according to the requirements of the Victorian Registration and Qualifications Authority (VRQA).

    The RBC's responsibilities are to:

    • ensure that Victorian Catholic schools continue to comply with the prescribed minimum standards;
    • manage applications for the registration of Catholic schools and the amendment of any registration details;
    • maintain a schedule of periodic school reviews across all dioceses to ensure that all Victorian Catholic schools are reviewed for compliance with the minimum standards within five years of initial registration or within five years of the last review;
    • promote the importance of compliance with the minimum standards through the ongoing development of print and online resources, and ongoing communication with schools;
    • provide the CECV Board each year with reports on the following:
      • the compliance of all registered Catholic schools with the minimum standards for registration and with other requirements of the Act;
      • the non compliance of any registered Catholic school with the minimum standards and measures taken to address the areas of non compliance;
      • any requests for exemptions from the minimum standard for enrolments and the minimum standard relating to a curriculum framework;
      • a proposed schedule of reviews for the following school year;
      • any other matter required by the VRQA.
    • ensure any area of non-compliance with the minimum standards is handled in accordance with the 'Protocol for Managing School Non-Compliance' and reported by the CECV in its Annual Compliance Report;
    • provide advice to CECV on applications from schools to VRQA for registration or for changes to registration, and to ensure consistency with VRQA guidelines for registration of schools;
    • address any other matters related to Catholic school compliance with VRQA requirements that are referred to the committee by the CECV Board.
